⚠️ Strict Do’s and Don’ts
✅ Allowed:
- Paddy straw, cotton stalks, mustard husk, groundnut shell, bamboo, sarkanda, horticulture waste.
- Binders (in limited proportion): Lignin, starch, cow dung, natural additives.
- Direct purchase from farmers via Haryana’s agriharyana.gov.in portal or certified by agriculture officers if portal is non-functional.

- Any wood-derived raw material (saw dust, furniture waste, etc.).
- Press mud, poultry waste, or any material causing odor/nuisance.
- Non-declared binders or undisclosed compositions.

🧾 Eligibility Criteria (PQRS Highlights)
- Experience: PO(s) executed in last 7 years in HPGCL/NTPC/SEBs/PSUs of similar material.
- Turnover: ₹5.46 Cr (for 1 plant), ₹10.92 Cr (for 2), ₹16.38 Cr (for 3).
- Plant Location: Must be in Haryana, registered in bidder’s name.
- Minimum Available Free Capacity (AFMC):
- 50 TPD (for 1 plant)
- 100 TPD (for 2)
- 150 TPD (for 3)
🟡 MSMEs in Haryana may receive exemptions on EMD, turnover, and past experience. Refer Annexure-XIII of tender for GoH MSME Policy dated 13.08.2021.
📦 Supply, Delivery & Penalty Conditions
- Start Delivery: Within 30 days from PO or 2 days from supply schedule.
- Unloading: By HPGCL if loose-filled, by supplier if bagged.
- LD Penalty: 5% of shortfall value beyond 15% monthly deficit.
- Sampling: Moisture & HGI tested pre-unloading; GCV, VM tested post.
